

MTI Roundtable - NTT DATA: When Roadmaps, Analysis of Alternatives, and Reuse Collide

The Centers for Medicare & Medicaid Services (CMS) encourage states to actively facilitate the sharing, leveraging, and reuse of Medicaid technology solutions, both within their own organizations and in partnership with other states. Reuse refers to adopting existing technology solutions, sharing implementation methodologies,
exchanging lessons learned, and building upon successful outcomes achieved by other Medicaid programs. States can collaborate by sharing tools and methodologies to enhance oversight and management of the Medicaid Enterprise Systems (MES). This might include resources that simplify the management of Advance Planning Documents (APDs) and strategies for overseeing multiple vendors. CMS established a template to help states conduct an Analysis of Alternatives (AoA). An AoA is a structured process that evaluates different technology solutions based on criteria such as cost, effectiveness, and alignment with organizational goals. This analysis is required to accompany APDs, ensuring that states thoroughly examine available options before proceeding with major technology investments.
While the purpose of the AoA is to guide market research and identify reuse opportunities at the project level, encouraging the reuse of technology solutions, its focus on individual project needs and market factors can limit a state’s ability to identify and pursue opportunities for broader internal collaboration.
States can benefit from developing a comprehensive roadmap that lays out the plan for the next few years (rolling plan), including documented goals that provide the why behind the plan (start with why), and the steps, timeline, and milestones for technology modernization across the enterprise in alignment with the state’s overall strategic objectives. This framework provides valuable guidance for decision-making, particularly when responding to new legislative requirements or upgrading legacy technologies.

This roadmap will help align vendor solutions with state objectives and support key procurement activities, such as APD development, request for proposal preparation, and obtaining state funding.
