State Medicaid agencies are increasingly adopting Value Based Payment (VBP) programs to achieve better patient outcomes, reduce waste, increase cost efficiency, and improve the quality and satisfaction of patient and provider experiences. These VBP programs include aligned financial incentives and are typically implemented either as state-mandated initiatives with defined requirements for Managed Care Organizations (MCOs) or as planned programs included in each MCO's Medicaid RFI response. While ACO/Primary Care VBP arrangements are well-established, VBP programs targeting specialists are emerging as effective methods to ensure high-quality, efficient, and coordinated care tailored to each state's unique population.

This session explores the benefits and challenges of implementing Alternative Payment Models (APMs) designed to enhance specialist engagement. These models aim to align incentives for specialist physicians with care patterns that improve quality and efficiency. We’ll examine the benefits, challenges, and potential outcomes of bundle payment programs
